wireless key fob

I want to buy a wireless key fob for my 2002 ls. It didn't come with one, but has electric locks.

I see fobs listed on eBay for under $20, but read a few things that say you can't program an 02 yourself.....

Then I read some things that say turn it off and on 8 times, and press lock with the fob.

Does anyone know if I can program it myself??

If not, what does a dealer charge circa if I already have the fob.
