    Assuming you have no physical leaks from the pump, fan motor or hoses, then you need to replace the hydraulic solenoid actuator that takes an electrical signal from the ECU and switches the pump to high flow/high speed for the fan.     It sounds like there is something wrong with the hydraulic spool valve in the steering rack - it might be gummed up somewhat. You might try flushing through with SeaFoam and running for a while. Also make sure that the system is full bled.
