Yes, I believe that the vent valve is internal. The compressor would have to be replaced. Really not a big deal. I'm sure you can get one from someone on the forum for super cheap.
I believe that all four spots not venting is a compressor. The vent valve is stuck keyless entry could just be the module. If the fender is not too dented, you could prolly use painless dent repair.

If the block is good, I would just do headgaskets and call it a day. If not, or you want to be on the safe side, do a complete rebuild. Junkyard engines are just that JUNK. You can't trust them. If your going to take the engine out, you might as well rebuild your own.
Actually the 97 fan is supposed to have a little less grab, and the 98 a little bit less than the 97. While gen I's run at 1100 low 1800 high, gen II's run 1800 low and 2200 high.
