when the parking lights are on thats consider the signal lights and rear lights not the head lights right..

If you want them on with the parking lights (note that the parking lights are also on when the headlights are on), then you should be able to just connect you LED angel eyes in parallel with the parking light socket. Note that the positive wire is hot anytime the car is awake. The negative (ground) wire is switched to ground when the parking lights are on, and is open circuit otherwise (the parking lights blubs will pull it to +12V).
what can i wire them to if i want to have it set up to a switch inside the car where i can turn them on when ever i want..

Find a 12v source at the key switch or in the fuse panel. Either 12v constant, or 12v switched.....whichever you prefer.

Hey Hite... I'm ordering the ebay rings tomorrow and was just curious what you used to mount them to the bezel? Glue?

2 part clear plastic epoxy. Be sure to scrape the chrome off where you join the ring to the chrome housing. I had my first set come unglued. The glue just doesn't bond well with the chrome plating.
