1995 Eldo Spurratic RPM's

I have a 1995 Eldo with 117,XXX miles on it. My mom has owned since new. I bought it from her a couple of weeks ago. In the mornings, it starts right up no issues. It starts acting funny after it warms up. I start it up and the rpms go up and down and almost stalls for about 30 seconds. It then revs up and then goes back down to low rpms and idles fine. I have replaced the fuel filter but it is still doing it. Any ideas on where to start?

What is an IAC?

I figured out what the IAC is. I went to Autozone and it shows that it is not required. Any other suggestions? It is not showing any codes?

It is amazing what a set of plugs will do. I changed the plugs and it purrs like a kitten.
