1996 Cadillac Deville Overheating

We have a 96 Deville (North Star), that over heats when we drive it on the streets. The car is fine on the high way in fact we just drove it 125 miles with no issues. When driving it on the street it doesn't take very long for it to over heat. Where should I start?

Is the fan coming on? Could there be radiator blockage? A car cools better when driving on the highway because more air is rushing over the radiator, thus cooling it down. When the car is driving slower, or in stop and go traffic, the fan turns on to simulate that airflow. If you have a faulty fan or blocked radiator it could be causing your problem.
