Should I just replace the flasher switch? And where is it?

Double rate blink usually indicates that one or more bulb filaments are out (or you swapped in LED bulbs). Replacing the switch won't alter this. The switch is the at the end of the turn signal lever. If you really meant the flasher, I don't know if your Navigator has a discrete flasher, or if that function is built into an electronic module.
