1998 DEVILLE's idle is loco after Emissions Test

Immediately after our yearly emissions test (this year they hooked up the scanning computer), idling problems started. Last night it was idling at 2600rpm when I parked in my garage after a 10 mile drive. Sometimes it's idling at 1500-1700rpm at red lights.
And one night the display went nuts as soon as I turned the key to ON. There was a crazy clicking sound in the trunk that I thought might be the fuel pump.
Anyone else have computer issues after an emissions test?
