Cruise Control Inoperative 1998 Mark VIII Base

Cruise control is inoperative as the title says.

Ran the diagnostics posted by mlschultz at "the other site" (linked here for ref: http://www.markviii.org/htdocs/dc/d...d=3828&sub_topic_id=3893&mesg_id=&page=5#3894 )

And I keep getting 2 flashes for the issue, which supposedly correlates to:

2 Flashes - BPP switch defective, circuit defective, or brake pedal applied

After a quick browse through of all the fuses I see none are bad.
I replaced the "BPP" aka stop lamp switch and still get the 2 flashes.

I have no dead rear bulbs besides the neon. Does a dead neon cause cruise not to work?

I'm stumped, guys. Any ideas?

For what it's worth, clockspring should be OK as it's letting me perform the diagnostic properly. No horn issues or anything else.
 
Check the secondary cruise control disconnect switch in the right front wheel well. It may have a leak, and has shorted the circuit.

+100 there is a recall for that switch shorting out and catching fire, the original poster replaced the BOO (brake on off) switch mainly used for the lights. in the right (passenger) front wheel well behind the splash shield in front of the tire it will be the only sensor in the brake line. if theres no leak unplug the connector and jump it with a paper clip, tape up the paper clip because it will be live. drive it and see if the cruise works, if so you need a switch, but you might have to turn the cruise off on the wheel to shut it off.
