Yeah, I'd be surprised that she builds them, but if she is and she's getting something out of her time then God bless her.

yeah neon ballasts are available elsewhere, sure.
the issue has come in finding a two stage ballast for the tail and stop light brightness differences.

I think the other ones I saw on Ebay were nearly $200.
