Sometimes they do, sometimes they don't. It depends on if it fails electrically, mechanically, or both. When they do fail, 90% of the time they fail in a way that causes too much heat, not too little. Still, it is possible for it to be clogged. Of course, air in the cooling system (due to micro cracks in the plastic parts) is the most common cause of no-heat complaints.
