Emission inspection problem, unable to connect

2000 Lincoln LS V8 Sports package 86000 miles

My problem is the emissions portion of the state inspection. The dealer’s emissions computer will not connect to my cars DLC. Therefore it will not pass inspection here. The dealer did have the company that takes care of the shop computer and it is fine (I think it is the state). It also will not connect with my CANOBD2 scanner which does work on my other cars both newer and older.
I have checked all fuses and they are fine. The battery is under three years old and is a Ford battery. The battery is showing green and passes load tests. The alternator is charging above 13.5V. Lighter works, all electronics in the car work. The OBD, DLC connector does have 12V going to it.


Here is a list of odd things happening. None of these things happen at once they just happen when they want to.

Unable to connect to OBD system. Dealer is also unable to connect.

FUEL COMPUTER DATA ERROR (has stayed on all day today)

GEAR SELECT DATA ERROR

CHECK TRACTION CONTROL

Also sometimes when the car starts it gets above idle and shuts off.

Any help is definitely appreciated
 
Somebody here must have had this happen to one of their cars at some point.

This is a stock car with no aftermarket changes done at all, or EVER. The OBD connector under the dash will not allow any code reader or the state emissions inspection computer read the car.
 
Sounds like the OBD connector is bad. Check for loose wires.
 
No response usually means it's just too strange.

My first call would be the fuse that provides power to the OBD port, but you said it has power. Next is some break in the wiring between the port and the computer. Start tracing wires.....
 
I agree, This is very strange.

I have had to wait until today to dig back in to it. Hopefully it will show it's face.
 
12volts at DLC pin 16 to ground

1 ohm at DLC pin 4 to ground and pin 5 to ground. Less than 5 ohms is good.

Any other checks???
 
Had friend bring his scanner over. It's a different brand scanner and it can connect to the car.

This is just getting strange.:confused::confused:

last night I read the DLC connector wires from the car to the scanner and they are perfect.

Tonight I puller the PCM (engine computer) and the connectors look good with no corrosion.

Next on the agenda is to read the wires from the computer to the DLC.

Does anyone have a schematic?????
 
I talked to a number of people about the problem and now it is time to have the computer repaired. Apparently it is a chip problem associated with access to the protocol they use for accessing the emissions information. So my friends scanner must access the computer through different electrical path. Taking a closer look at my scanner it states it is looking for a certain protocol but cannot access it. I have to ship out the computer for repair and I will post when it returns.

This problem happens to other cars also and nobody but me seems to have posted it on the internet at all. Most people find other causes for this problem.
 
The computer was shipped out last week and I should get a new computer this week. I got a call from the repair company yesterday and they were able to repeat the problem. They found out that the main board in the computer and part of the processor were bad. The down side is that these parts are not repairable. The good side is that it will only be a little bit more to have a new re manufactured computer to replace mine.

I will post the total price for this after I get the car running like normal again.

The new computer will have as much of my cars information on it as possible (VIN and some other info). The downside is that some of the car info they add will be generic LS info. So I may need to go to the dealer (or a friend that works there) and have it programed to the car further.

More on that after it is running again.

You will have to take it to a dealer to get the PCM married to the PATS module in the cluster, unless you have a scan tool that can do that. It won't start until that is done.
(The guys sending you the PCM can't do that because it is the cluster that must be programmed to accept the new PCM.)
 
Problem solved.

I had a broken wire under the passenger fender. It was DLC plug pin #10, SCP Bus -, Blue/Red wire. This wire causes problems with other systems as well. I currently have no warnings on the car and the car passed state emissions.:)
 
Wait did you have to get the new pcm or not also if you had to get the new pcm how did the pats react to the new pcm did you have to go to the dealer and reprogram
 
Used old PCM.

I currently have a Limited Lifetime warranted spare PCM. I jumped the gun on the PCM.

New PCM means that the PCM has to be linked/married to the car. The car will not start without the PCM and PATS being linked. If I did have to install the new PCM, which I did not. I have a friend who has worked at the Ford stealership for years and he was going to program it for me at home.

I also got lucky and did not have to complete a drive cycle. Drove it 20 miles and got a inspection sticker not problem.

if you would have searched, you would have found my hair pulling posts about this and the usual locations of where the wires get frayed up.

eventually those wires wound up frying my cluster.

I read all the posts I could find. But, sometimes you just have to step back for a few days/weeks and let things roll through your mind until you want to tackle a problem from a different perspective.
Besides, during this past summer I just rode my motorcycle and didn't think about the car much anyways.
