what is this etc engine failsafe mode it kicks in and stays at 2000 rpms and wont let me go any faster. how can i get this fixed and why is it doing it?

There are several possible causes. It would help to have the specific OBDII codes read out.
One cause that has been reported often is that RFI from a bad coil (usually coil 4) can cause the engine computer to falsely think there is a problem with the ETC. Are you experiencing any misfires?

no the car is running fine when that mode isnt on it feels like its misfireing when the car is at a complete stop but when driving it just wont go over the 2000 rpms

I would bet on this. Seems to only happen to '03's. Happened to my '03. First year throttle by wire ftl.

I would for sure try the number 4 coil. This happened to my 03 and everyone said they thought it was either the etc or the #4 I thought I would try the cheaper route even though I coulsnt feel any misfire. It has now been 8 months since changing the coil and what was once a 5 time a day occurance (going into failsafe mode) has never returned. You could also try swapping say #4 with like #7 just to see if that fixes it.
