Changing your withholding doesn't change the taxes the government ultimately takes from you, only the amount they take from each paycheck to cover them. All the withholding figure does is alter when you get to use your money.
If you claim zero, they with hold the most the are allowed.
If you claim 8, they withhold the least.
Technically, you should pay the same amount on April15.
If you've over paid, you should get a refund.
If you haven't paid enough, you send them a check.
In your case, I'd suggest just putting 1 and not 0- unless you prefer to use the government as a honor-based, interest free savings account.
