Understand your point, but the water doesn't need to be that deep. Once you start to move through standing water, it's no longer a flat surface. You will make a wave that will crest higher than the surface of the puddle.
 
Back in '86 a friend of mine had installed a fake ram air scoop on his Camaro. It looked very good as he actually installed it into the hood. The problem came during the first big rain. The scoop leaked and the water collected on top of his air breather and eventually drained into a couple of the cylinders that had intake valves open. When he went to crank the camaro, it made it about 2 seconds and the motor locked up. When they tore the engine down, there were two rods that looked like they were compressed in a giant vise. Yeah, liquids do NOT compress. :)
