If the police did not come after he called he needs to speak with the man in charge, not another peon that cannot do his job properly. Speaking to another lackey will get him nowhere other than a "Oh, Im sorry sir." This needs the attention of the commanding officer. Their complete and utter disregard of the situation is something that needs to be addressed. Walking in and demanding to speak to the chief is also going to get you laughed at and a instant attitude from the officer you are speaking to.
Do you honestly think that a chief of police of any department larger than 2 officers is going to talk to you on your demand:lol:? You can walk in and file a report, usually with the desk officer.
You said and I quote, "Telling them that if they don't come that something bad might happen usually gets their attention."
Sorry but that reads out to me and probably a lot of other people that you're telling him to call and tell them that he is going to beat this guys ass or you are threatening them if they don't do something.
It was meant in a past tense (as was plainly obvious, Not to do now) and in a way that lets them know that you need an officer on the scene for whatever reason, at the time of the incident. You never make threats, and in the way I stated does not indicate what might happen and from whom.
