HELP!!! Grinding/rubbing noise low RPM's 2000 LS V8

Sounds like a bad pulley or water pump, low rpm's while driving slow or parking, disappears over 2000 RPM. Already replaced both upper tensioners, did not fix it. Could it be catalytic converter? Also took off serp belt and spun allcomponents; they are all smooth. Also did replace tensioner and belt, did not fix.
 
does this sound happen when the car is parked too, or just when driving slow and or parking the car?


a bad cat would not sound like a rubbing or grinding noise.

I should have described it as a whirring sort of rough sound, comes and goes at lower RPM ranges. For instance: back out of garage while turning wheel to maneuver it will do it. Then may quit for a few seconds. Then when you start down the driveway will do it til you reach about 2000 RPM then quit. Then come to exit gate will start making it again.
 
Sounds like it could be the power steering pump. Do you have any leaks (do you sometimes have to add fluid)? What does the fluid look like? You haven't added anything other than Mercon V ATF, right?
