How to get to tail lights to check bulbs

Greetings from gal trying to keep Momma's old 92 town car functioning. Could someone please point me in the right direction. The Haynes manual doesnt show it and I cant seem to find the answer from searching the forum.

Tail lights and instrument panel lights are out, brake lights are good. I did find the fuse panel diagram on here and checked #15 and some others and the fuses are all good. Cant seem to figure out how to get to the bulbs easily.

Might mention that the trunk lid motor doesnt work anymore but still locks so I dont care about that unless it has something to do with the bulbs.

okay, i managed to figure out how to get to the bulbs. No power to bulbs.

Found the fuse panel by the battery. Is one of these related to lights. Too many abbreviations for me.

Where is this control module that is $500 and is there a way to test it. I am not too smart on these things so please assume the worst. Can work with a multimeter a little.
