Hydraulic Fan; Relay or Solenoid ?

Can you do me a favor before you replace the solenoid? Does the fan duty cycle and variable speed show high (as in that's the setpoint) but the fan doesn't actually spin up fast?

The fan is working now, since the weather cooled off, but I am changing the actuator anyway, since I am revisiting this problem from 7 years ago when it failed the same way. I have zero confidence on a permanent return to reliable operation in any temperature condition and already know what can happen when you lose cooling (blown engine 2 years ago from a plastic impeller falling off the water pump shaft internally.) I already bought the actuator and just need a window to install it but have been very busy in the garage on another project.

Hi, does anybody know of a place online where I can purchase the hydraulic fan pump actuator for a good price? I found one for $190 on eBay. Thanks in advance.
