OBD Port not working

Hey everyone, my 97's obd port is not working the fuse is fine when you plug something into it nothing gets power is there something else i should be checking?? thank you help is appreciated!
 
your scanner should work without ignition power, it is probably a loose pin or ground problem-try wiggling the harness or use a flashlight to see if there is corrosion in the sockets- does your cigarette lighter work or does the socket have power?-for some reason i think they might be related...only other possibility if not a fuse or harness/wiring is ecu, that'd be pretty unusual.

I have never had an ODBII system scanner/programer work without turning the key on.
 
yes car was on and it is for an sct tuner I will check tonight after work to see if the lighter works thanks for all the input!
 
-the four scanners I have light up when plugged into the obdii ports of any vehicle i plug them into, key off. If you have no power to the port due to a bad fuse or wiring, you are getting no power to the port itself and the scanner will not light up.
