No, with the system off, the solenoids cannot electrically open unless there is a short, grounding the solenoid, and thus keeping it open or opening it at random times. The solenoids are indeed "hot" and receive a constant 12V.

You have a leak in one or both air springs in the front OR you less likely have a leak from the solenoid O rings. You may be starting to experience a leak in the rear, but if it didn't noticeably drop, it isn't a big concern yet. If the car isn't able to raise itself, you should look into replacing the drier. If the miles are high and the compressor has yet to be replaced, you might as well replace it and the drier at the same time.

If you can measure the height from the center of each wheel arch to the ground and then drive the car with the system off and measure again, you might be able to tell which springs have the largest leaks or which are leaking. If you want LSC handling, you're going to have to get springs from Ford, its parts dealers, and I have heard Bagmaster in Texas. No one else has the LSC specific air springs. If you don't mind a softer ride, Arnott, Strutmasters, and the like have base model and designer series air springs about 37% softer than LSC counterparts. Everything can be changed in your driveway with a few simple hand tools in a few hours. Just make sure to install new O rings with the air springs and lube the O rings with silicone grease to keep them from rolling over.
