Either you're not moving enough air across the radiator, or you're not moving enough water through the radiator.
Air: Check and see if there is dirt blocking airflow, usually between the AC condenser and the radiator. Is the electric fan big enough and strong enough? Those little fans you get at the corner car parts store are not strong enough. They're just meant to be helpers for the existing fan, not to replace it. If you're lucky, they used a Gen II LS fan and if so, that wouldn't be your problem.
Water: Is the system full? Is there air trapped in the cooling system? Are there any leaks preventing it from pressurizing? Was the new water pump the correct one with vanes slanted in the right direction? Is the thermostat opening when it should?
