parking brake wont release when put in gear?

I know to step on brake, put in gear and it is suppose to release the parking brake. I have to use the brake manual release by my seat on floor. Does anyone know if this is a vacuum or electric release when you are holding the brake on and putting it in gear?

I tried lubing the pedal spring assembly with Prolong and it did release 2 times and then no more. I don't see any vacuum lines down there.

Page 94 says the parking brake light should stay lit on dash until it is released. Mine doesn't. It lights when started but goes off even though parking brake is still pushed in?

There is an actuator for parking brake release.

Power come from fuse 12 (15amp)

There's a pretty long diagnostic procedure in the factory service manual.

If the fuse was blown then it wouldn't occasionally work. I noticed when I manually release it it doesn't always come all the way up. I have to use my toe to get it all the way up.

Manual lever position sensor, it attaches to the side of the transmission. I don't think it and the emergency brake/auto release are tied in together....anywhere.

A little more information. The pedal when using the release on the floor by the seat varies from time to time on how far it pops up. Makes me think it is binding. Makes me think it is too tight on the spring there at the pedal or there may be rust in the spring. I have some special rusty spray stuff,let me try that.

Look under drivers side rocker panel There's a little piece of flat stock that keeps the cable from falling. It gets bent and the cable hangs up sometimes. I had this happen on 2 of my cars
