Pensylvania has TWO inspections a year,,next door in W.va one inspection (but no emmision) across the OHIO RIVER in Ohio,,,NO INSPECTION. OHIO always has less problems because of that crap than either W.Va. or Penna. It's ONLY A RACKET.

Yes, that was with factory 90k mile cats. As for scrapping them, if you can't find anyone local who will give you a decent price, just list 'em on eBay (Business & Industrial > Manufacturing & Metalworking > Metals & Alloys) and you'll get decent money out of them. I sold a set off a 98 V6 Mustang last year for about $175, scrap prices are a little bit lower now though.
