Yep, optional. *Most* have the standard black hoses, typically you'd find the silicone hoses on cars used in harsher climates. It really all depends on how the department ordered them. Some just check every option (ie We've seen CVPIs that were used out in the desert and have a block heater lol)
Obviously the one near you used to order their's with the silicone hoses and 'aircraft' clamps but no longer does. The option still exists, though. Many departments ditch the cars before they would benefit from the silicone hoses' extended service life anyway.

well look at that learn something new everyday. i allways heard that the pcm was "tweeked" but it was just hear-say, so i guess that interceptor pcm i got around here somewhere is useless? damn
i do like the new alternators with a one way clutch in the pulley.
 
The one way clutch alternators are awesome! They pretty much eliminate the belt squeak.

In 00 the ecm tuning was tweeked to make them perform like :q:q:q:q.
 
i wad a squad come in at 4:15 with a "noise" barney thought he "threw a rod" (probably the only automotive term he knows) so i go out and there is a definite loud clicking noise from the front of the eng as i walk towards the car with him (of course he left it running lol) he opens the hood, and yup i hear it louder now. i tell him to shut it off and i look at the belt.............its 1/8 thick, all the ribs gone, the backside was skinned down many layers and even some cuts long ways at the bottoms of where the ribs should be. i noticed a new idler pulley and apparently somewhere else replaced a smoked pulley and not the belt. so a new belt and viola the cop was amazed it was so simple to fix
