Solenoid pack replacement 2004 LS 3.9

I just bought a new solenoid pack for my trans. and it came with a plastic cover that snaps on over the circuit board (it covers the mounting bolts and circuit board). My old one does not have this plastic cover on it. Is this just to protect the circuit board during shipment or is it supposed to be put on. It kind of fits loosely when put on. Thanks

It has transmission fluid residue all over it

It should be really wet with it, not any dry residue. I'd send it back.
