Three plugs in engine compartment on driver side

I have a few questions about the three plugs in the rear of the engine compartment on the driver side. First off what do they go to? Second, whenever it rains, water pours onto those plugs on my car. The next time I try to start it, it runs very rough. I'm believing these plugs are responsible. Should there be a piece of rubber on the steel lip under the rear of the hood to divert water from running into the engine compartment? I would greatly appreciate any info.
 
I'm having a hard time getting the mental picture of the location of these "plugs" Is it on the windshield header panel, or down on the firewall?

theyre right near the brake booster
 
water doesn't run into my car - i have a rubber shield that keeps it out of the engine compartment. any chance we can see a picture?

Sorry no picture. Any chance you could show me a picture of yours so I can have something to compare it to?
 
I'm not seeing the plugs you are refering to. Do you mean the wiring harnesses? If so, they have a rubber gasket inside that keeps them sealed. If that is gone.....(or deteriorated) it COULD cause the problem. I posted a picture of my 95's firewall stripped to show all of the holes in the area you are talking about. any look familiar?
