I used 3M Tachyon Dual Lock Fastening System (like super-incredible velcro tape with a sticky backing)(bought it from Amazon.com). Stick it on, wait a day or 3 for the glue to set fully, and then push the headliner up to snap it together. It's been great for over 2 years now.

Excellent. That is what I needed. Mine has been hanging down for maybe 2 years. Regular extra strength velcro did not hold to the underside of the upholstered roof panel. Sounds like this stuff will (after setting 2 or 3 days). It also should hold up to my 118 degree days this summer.
