Trying to remove steering column cover (Lock Cylinder)

Hi guys, I'm trying to remove my upper steering cover from a 93 Mark VIII. I have the bottom cover off and the most upper lip off. I believe the whole ignition lock cylinder must be remove to do this? The service manual says to insert a 1/8 drift punch? But where? Is it located underneath where I removed the lower cover? Any precautions I need to take before I remove it except pulling the battery?

And my second question is my ignition cylinder will turn and create a beeping sound without the key inserted. Is there anyway to fix this before I put it back in?
 
Look at the underside of the column. You will see a small button. It actually lines up with a hole in the bottom plastic cover. You turn the key to the on position and the button can be pushed in. Then you just pull the cylinder straight out.
