Thanks for all the concerns for this once tenderly cared for car. Because it cannot be towed, it is now going to be enslaved to the laborious work of towing a heavy load for 1500 miles toiling through rugged mountains and desolate desert. But hey, unlike many Lincolns, at least this car was saved from a horrible and painful death of injesting Sodium Silicate "Cash for Clunkers". If it dies, at least it'll die with honor.
The Mark VIII is only rated for a total towing weight of 2000lbs/907Kg. No doubt the car could tow considerably more, but at the expense of safety/reliability/longevity etc. I'd be concerned about damaging the chassis and transmission - especially the transmission! (over heating) Probably not even legal to do, either.
Regarding the legal aspects, I looked up what the law is for towing using a tow dolly in California. It looks like I'm good from a legal stand point.
"No passenger vehicle or any vehicle under 4,000lbs. unladen may tow
more than 1 vehicle in combination unless an auxiliary or tow dolly may be
used with towed vehicle; no vehicle under 4,000lbs. unladen may tow a
vehicle more than 6,000lbs; the raised end of the motor vehicle being
towed by another vehicle using tow dolly must be secured by 2 separate
chains, cables, or equivalent devices; drawbar connection between 1
vehicle towing another may not exceed 15’. Max. speed for any vehicle
towing another is 55mph. Advisable to carry bill of sale. Lights of towed
vehicle must be operational. Brake lights and signal lamps must be
operational. Brakes must be sufficient to stop within a specified distance,
according to vehicle weight, at 20mph."
