Look and make shure the brass hex head screw under the throttle body is
Installed and has. Good o ring on it
You won't see it till you pull the upper intake
Had the same deal with my 97 and re used the orig gaskets that can't be found
Any where arms all worked out well
Car passes emissions...
That's what provides Vacume pressure for your power brakes
I wouldn't mess with unless you have to although its just plastic
Each end comes off easy and goes back on easy .
Mine did the same deal , turned out to be a brass hex plug that screws in the upper intake on the underside just infront of where the throttle body bolts on .
Found the plug with oring on it laying on the pasenger head on the valve cover .
Could be the oring too.

I warmed up the car , shut it down , waited a bit and used a pair o channel locks. Worked and now there's som teeth to grab on to when I want to take it off again , it gets covered up by the intec cover any way
