Codes P0430 & P0304. Any help resolving these would be greatly appreciated.

Ok, I'll double check and tighten. You don't think driving through the deep water has anything to do with my isssue?
 
Anything is possible, but your symptom description suggests an intermittent electrical connection somewhere between the battery and the front of the car. Did water get into the trunk?
What about the interior lights? If you leave the door open, do they blank out when trying to start it? Best of all would be to plug a volt meter into one of the power ports. No water in trunk. I recall the interior lights staying on with door open when I atttempted to start it.

But you're sure the PATS light was out from when you turned the key to start and after you released the key from start? What about while the key was in the run position?

Yes, the entire cluster goes dark/blank. In the run position, I all the lights are on. I have a video. Can I uploads a 20 second video?

I think you have to post videos somewhere else and link them here. The PATS light is not on the cluster. Your picture does not show it. It's on top of the dashboard, at the center, at the base of the windshield. It's the one the flashes periodically when you arm the alarm. It should come on solid (red) when you first turn the key on, and go out when the engine starts. It will flash rapidly if the PATS is preventing the starter from engaging. After the rapid flashing, it will flash out a two digit code a few times.

No flashing. Comes on and then turns off when I try to start it

You turn the key to on:

Cluster is on with normal warning lights.
PATS light is on.
Interior lights are on (door open).

Cluster displays and warning lights come back on?
PATS light comes back on or stays off?

All of the above. Only sound from hood seems to be a slight clicking sound from fuse box area.
PATS light stays off when I release the key.
*When I turn key to ON PATS light stays on for a moment and then it turns off. Same when I turn on and release key.

I have a multi meter..

Check the voltage at the power port (easier with assistant)

Check the voltage at the battery, on the battery posts, not the cable clamps (will need assistant)

Yes, 20 VDC is a good range.
There is a power port behind the ash tray door. (You could use the lighter socket instead.)
There is another power port down in the center armrest console.

(A power port is where you would plug your car charger for you phone in)

Your test leads are in the wrong places. You will blow fuses and may cause damage to the meter.
Black needs to be in the bottom spot ("COM"), and red needs to be in the middle one ("VΩmA"). Leave the top spot open. (The way you currently have the probes is invalid for any sort of measurement.)

Touch the black probe to the metal rim of the power port, and the red probe to the metal center contact down in the power port.

Your battery is fully discharged, but it seems like you have some other problem going on too.
Anyway, need to correct the battery first.

A battery with no load is discharged if below 12.6 volts (normal temperature range)
A battery with a minor load is fully discharged if below 12 volts
A battery below 10 V (except for momentary high current loads) is damaged.

Also, you switched the red and black probes around on the power port.
 
I just tried to start my car to head out to the gym and it's not starting. Same thing occurred a few days ago on Saturday night a day after driving through some deep rain water. But, it's been starting fine since then. As I stated previously, I had the battery, alternator and starter tested on Sunday and they tested good. Any ideas what could be the issue? Thank you.
How long have you had your V8 LS? Where did you have your battery and all other components checked out to know they're good?

So it cranks but it's not popping off? Correct?

My assumption has been that the starter is not operating.

Cranks or turns over - Starter operates but the engine does not catch, fire up, run.

Starts - engine starts and runs.

No crank when it doesn't start.
Took to O'Reileys to charge. They said it tests good, just needs charge.

I agree most likely culprits are a blown fuse or fusible link, bad starter, bad ignition switch, or a dead battery
