GenII LS8 Cooling System Overhaul

I bought all the parts and put almost all of them back in the car over the course a year.. forgot where this ground strap attaches... I think to the stud in firewall? This is a 2004 'bird but same engine. Can't find anything on the web nor the Ford Factory Manual. Does this strap attach firewall to Engine-Cover Mount Bracket? (which is screwed to passenger cylinder head?)

I have a bit of an issue with my radiator I. My gen1 Lincoln 3.9 my mechanics had pulled the radiation out to inspect for damages or possibly to replace, come to find out they actually lost a piece on the backside of the radiator fan a metal sprocket, pulley, or key of some kind
