Living in a place named Tampico, how do you get snow??!
Anyway, depends on whether you get more snow or ice.
I like blizzaks in snow and some ice but studded tires work really well in ice. The blizzaks I had didn't seem to work as well on ice for me. OF course carry chains for when things get really nasty. I like the cable chains for normal use since they are easy to install and work on tight clearance wheel wells. Real chains are hard to beat in really nasty stuff but they are rough, slow and make a mess when they break.
You can buy good new steel rims if you can find the local jobber who sells to tire shops. Way back I bought some rims for a Taurus for $25 each, when the tire shop said they couldn't find any and if they did they would be about $50 each.
Having steel rims helps as far as wear and tear plus you have more options with more "Normal" sized tires, the LS factory rims are not "normal". You can swap tires either at home or some shops do it for free if you are a regular.
Good Luck,
