try replacing the relay first . its the cheapest. next would be the pump. or if you could get under the car when you dont hear the pump,and ck for voltage on the wires going to the pump by the tank
sounds like rust in the gas tank what came out of the old filter. nasty brown crap? pull it again and see if its full of crap again. maybe its starving for fuel ?
